ASUSwrt DNSMASQ service can't be restarted

Found dnsmasq can still resolve names but couldn't offer IP address by its DHCP service.
Run "service restart_dnsmasq" but no "Done" output.
checked syslog, the output was:

Apr 18 11:09:31 rc_service: service 23364:notify_rc restart_dnsmasq
Apr 18 11:09:31 rc_service: waitting "restart_dnsmasq" via ...
Apr 18 11:09:46 rc_service: skip the event: restart_dnsmasq.

check system CPU usage and free memory, both were healthy. File systems were good. No out of memory alert in syslog. System uptime is just over 3 days.

Finally, I have to reboot the device and so far it looks good.

Anyone know the root cause or any clue that can help dig the root cause?

What firmware and router are you using?
