    Check the DNS setting in the router and pc. Are you using something that is different than the ISP DNS? If you change DNS servers when you're running traces or winmtr tests, you can end up with different routes going to the same endpoint, and you can end up with slightly different endpoints...

    DNSFilter will prevent a device from using a DNS address that does not match the DNS specified by the router. I don't believe it will do anything for a VPN, such as one that is running on a pc or cell phone. If you wanted to block the VPN, thats another matter altogether.
