    Never mind fellas. Maybe if I would have tried a different Ethernet cable first, I could have saved myself a ton of headaches. Swapped out the cable and boom, 70MB/s.

    Problem solved. My cable connections were off, so I re-terminated the patch cords and all is good. Thanks for the help jdabbs.

    For anyone with this problem, the appropriate Vista driver (32 or 64-bit) work with the comparable Win7 OS. If your not sure about the hardware working, I found that microsoft has a hardware/software compatibility resource on the windows 7 official site.
