I have RT-AC68P hardware and 384.4 firmware (Merlin). I have been trying to upgrade to 384.5 firmware ever since Merlin released it. Always, my router would prompt for a reboot and then come up with 384.4 still in place.
I have no USB drives attached and nothing fancy like VPNs configured.
Finally, the solution.
1. Make a backup of router settings.
2. Delete all DHCP manual assignments.
3. Clear logs.
4. Reboot.
5. Update to 384.5 firmware from local PC (success!).
6. After reboot, restore router settings from backup.
I presume that my little router is dangerously low on either flash memory or DRAM. Perhaps the above method will fail at some future upgrade. Oh well. I could use an excuse to buy an RT-AC86.
