So I have got another Asus AC88 router, for my parents. Both now run exactly the same firmware (_64), and AdBlock 3.

However my parents have dynamic IP, and I have static. So My thought was to setup a connection from there AC88 to my AC88 over OpenVPN (client on my parents AC88, server on my AC88). Will this full two-way connection or only one-way from my parents over that OpenVPN tunnel?

One-way inbound from your parents unless you configure the appropriate 'iroute' xxx.xxx.xxx.xxx directive on your VPN server for the remote parent's subnet.
(Either use the GUI, which automatically creates the /etc/openvpn/server1/ccd file, or manually create the /jffs/configs/openvpn CCD file.)
