Block Specific Port Range for entire LAN?

I've searched here and only seem to find threads for blocking content on a specific device, but what if I want to block a port range or IP range for the entire network?

Running Merlin 378.56_2 on an RT-AC68P.

That's not a problem. See the "mouseover" help on the "Network Services Filter Table" page.
 
Don't put quotes (") around the IP addresses.

It's probably best to specify either the source port range or the destination port range but not both. Are they incoming or outgoing ports?
Leave the source IP field blank to apply this rule to all LAN devices.
I'm guessing that you want to leave the Source IP and Source Port Range blank.
