Can I go back to an earlier version of Merlin?

I am using the latest version of Merlin, but for some reason my entire network has become VERY VERY slow since I upgraded. I only upgraded one major version, I think.

Is it possible to go back a major version? Or do you think this kind of thing is usually due to needing to do a hard reset and re-enter all my settings?

A good rule of thumb is to reset to defaults any time there is a major version upgrade. Or someone going to a major upgrade from a version that's several versions old. In your case, it certainly wouldn't hurt to reset to default and re-enter all your settings from scratch and see if things improve. I reset to default with any version I upgrade and I've never had a issue with this method.
