Can't activate Level 2 CTF+FA Cut Through

I have an RT-87R running Merlin 380.62_1 and I cant get cut through to go to level 2 CTF+FA only to level 1 CTF. I have QOS turned off, IP Mapping is off as well as parental controls.

What am I missing?

Disable STP on the Lan config page.
 
Try rebooting (via the gui and doing a hard reboot; pull the power plug).

If that doesn't work, did you do a full reset to factory defaults after flashing the firmware you're using now?

Use the utility in the last link to create a human readable backup file of all your settings (but start with basic defaults first).

With each change you make past the defaults, reboot the router and check that CTF + FA isn't affected by that last change.
 
I gave up on it after several attempts, following all sorts of advice I could find on this forum and others. Level 1 CTF is enough to give me full speed on my 250 mbit fiber connection anyway.

FWIW, in my case I suspect it's because I use IPTV. Those are the only settings I didn't play around with to get CTF+FA running.
