I am a Cisco student that has not been able to do any hands-on in school due to Covid of course. I understand everything but as a student, I barely make my rent so my funds are limited. I have a 2960 switch and I am looking at a compatible router. I may have found one. A cisco 2921 isr G2.
but my question is What does a UC permanent license mean? Does it mean that I can upgrade the firmware in the future?

Technically the Cisco software license is only for the original purchaser.
You can upgrade software if you are a CCIE (Cisco grants to CCIE full access to TAC) or if you have a contract for the given hardware … which gives you right to licensing to new software.
The router you mention is end of life end of support so nothing will be developed anymore for it. refer to
