Dual wan access point

We have two ISPs, both via fixed wireless. The first is 10Mbps but between 7pm and 11pm we often get maybe 0.5Kbps - slower than dialup - or nothing at all. The second is 5Mbps but works all the time, and has a lower monthly cap (except between 1am and 6am when there's no cap).

So, I'd like to get a router/firewall that can connect to both and that can stop using the 10Mbps connection when it gets congested. But it'd be nice if it could do some load balancing when it's working OK. Right now we're only using the 5Mbps connection as reliability is more important to us than speed.

Since we have some devices that use wifi, and the existing access point is old, it seems sensible to replace it and also move to fast ethernet for the wired connection (if our wire is good enough), or at least have gigabit capability.

I'm considering the DrayTek Vigor 2920n Wireless 802.11n Dual WAN Security Router 'cos it's got a long name :) and 'cos i can buy it here in Ontario, Canada. But it's not clear to me it can do the load balancing dynamically and maybe some other device would be more cost-effective or sensible? Any ideas?

setup a pc using pfsense as your dual wan router - something with a cpu that has aes-ni and multiple intel nics. you can use ipfire, etc as well

use something with ddwrt as your AP

where you at in ontario that you can only get thaqt crappy internet? got rogers gigabit here in mississauga

Thank you for replying. I'd like my non-tech partner to be able to switch ISPs, and i also don't have a spare PC (nor a _whole_ lot of time to explore configuration). I'm in Prince Edward County: Milford, Ontario - there's no cable for TV, no ADSL (the land-line 'phone only just works), no fast LTE coverage, no fibre... it's satellite or fixed wireless (WiMAX). Heck, you can't even get broadcast TV here unless you have a 40' tower for the antenna. Supposedly 25MBps service is coming in the next year or three.
