I'm having some weird behavior on my 384.17 AC-86U losing a static IP config in the displayed gui. I've been able to recover using a saved config but realized I have no idea what is actually in the saved config. Has anyone developed a dump utility to convert the config file to an ascii listing or similar?

Not that I know of. But the nvram save/restore utility does save the nvram settings in text format that allow you to view the value assigned to the nvram variable.
