Let the network stay in this powered-down state as long as you can. (Minimum 2 minutes, an hour+ is ideal, in my experience).
What kind of capacitors in these devices are holding charge as much as even a couple minutes? Seriously. No other type of gizzard will outlast a condenser, I'd reckon. Leave the power switch on and yank the plug for quickest depletion, I say... 20 to 30 seconds should be entirely sufficient.

No capacitors are required.

The entire 'charged/powered' system is one.

One where the power down works, and one where it doesn't, from past experience.

Experience.

For posterity's sake I figured I'll post my final results. I did plenty of reconfiguration of cables in my network and kept thinking I solved the issue. Tried without my Phillips Hue hub, took down my PiHole which was also on ethernet all to no avail. So best I can figure as my system has been rock solid for about 20 days now is that the thernet port or something with Dell docking station was messing with my network (work computer). I have had her ethernet cable unplugged for some time now and zero issues. She's connected to Wifi just fine and no slowdown or other issues on the network. So I guess when her Windows laptop was going to sleep or connecting to the dock it was going wild. I'm just going off a comment on the forums I read a while back of the possibility that some network cards may do funky stuff trying to phone home or whatever. Anyway I appreciate the help people offerred.
