ASUS RT-AC66U_B1 rev. B2. External HDD (USB 3.0) does not go into hibernation at all times.
Before that, I had a simple RT-AC66U (not B1) at 380.70. Always went into sleep mode without problems. The same external hard drive was connected.
Config:
USB Setting
Enable HDD Hibernation: YES
Time Period: 180 seconds (Default : 300)
What can interfere? At night, only smartphones are connected to the router and even then they are in sleep mode and do not access the disk ever. All the same thing was previously connected to RT-AC66U (not B1) at 380.70.
