Am I right in thinking that at least some files created to contain scripts need to have additional access permissions enabled to the default permissions? If so, what additional permissions need to be enabled and does this apply to wan-start, services-start and dnsmasq.conf.add?
 
They just need to be readable and executable (chmod a+rx)
