There are plenty of IRC clients available both for Windows desktops and web-based.
I don't use Windows and my Linux sucks too much power to leave on. My best bet is the router. Thought it would have been easy.

Whatever OS you use, there are IRC clients that exist. You never mentionned which OS you use, so I have to assume it's OS X.

Look at Miranda, which is cross-platform.

Then you need to install a third party software, which means setting up Entware. There's no simple way around this, and Entware is very easy to setup anyway.
