Good config for AX88U Pro Dual WAN on failover

I have two internet connections. Both ISPs would throttle speeds when the quota has exceeded (Down to around 64 kbps).

What is the best way to configure Dual WAN on AX88U Pro to switch to secondary ISP when the primary ISP has decreased the speed?

What DNS query URL and/or Ping IP can I add to help with this scenario?

I don't think this scenario is covered, but you may want to consider running RMerlin firmware to have the scripting capabilities available that it provides.
