I live in the US. My ISP is Time warner. Can I configure my computer to think I am in Canada. Is that possible?
 
One way to do it is subscribe to a VPN provider and then connect to a server in Canada. This will work well if what you want to do is stream video.

If all you need to do is have a Canadian IP there are other less expensive ways to do this however your upload and download speeds may not be very good.

Some people use unblock-us, it's free to try and you can configure which country's DNS it uses, or if a substantial speed decrease is acceptable (maybe just streaming a hockey game's audio or something?) you can download the free Tor Browser and in its config options you can select your "exit country" options.
 
You can do this various ways, but it's not going to be foolproof unless you're willing to pay for it like a service.

Most foolproof way? Find a friend in Canada that's willing to run a VPN router you send them. Then you can create a site-to-site tunnel and tunnel all your traffic out that end. Slower, but complelely private as you're behind someone else's IP and ISP.
 
It's very simple. There are so many free vpn software available on the web. Just install them and change your actual ip and enjoy.
