How to survive Busybox user data after reboot?

I'm trying to add Busybox users and add data connected to those users.
Is there any documentation on how to move Busybox user data from /tmp to
something more persistent, that will survive a reboot?

Example: If I want to preserve /root/.ssh/authorized_keys which really is:
/tmp/home/root/.ssh/authorized_keys ?
