Does anyone know of an ability with Merlin, or an add-on / script, that would allow IPv6 connections to only certain mac address or IPv4 address.

My ISP uses a slow IPv6 6RD Tunnel, and I would like to allow IPv6 to be used for only certain devices on my network.

If IPv6 is uniformly slow for you how about setting DNS to prioritise IPv4 addresses over IPv6 addresses?
 
On some devices - certainly Windows and Linux - you can turn off IPv6 in the network protocols for the individual devices.
 
Just disable IPv6 on your router. 6rd is generally not a very good implementation for daily production usage, and it's unlikely you have any real need to use IPv6.
