I have a small Fixed Wireless ISP and have some speed/throttling issues.

Certain things will go full speed : Windows Update - BattleNet - Steam - Youtube - Mega
If I do anything else its throttled heavily : Testmy.net - Sourceforge - Android file host - list goes on and on.
Example I can start a file from Sourceforge and it spikes full speed for a second then dips hard.

Is there something I can do to fix this ?

If your ISP is actually throttling you, your real choices are either to talk to your ISP about why you are throttled if there is an option to not be, or use a VPN service to tunnel past the ISP controls.

With the limited details you provided, it sounds like they may throttle back large downloads to possibly help prevent you from taking over all available airtime.

7 Hours to download. Reminds me of the old dail-up days. Start a download and go to sleep and to wakeup to find it stopped after about 5 minutes.
 
Maybe you ISP has routing issues? Your profile says you're in Ohio but your screen shot shows you downloading from a mirror in Africa.

Not sure it just seems odd I can DL from other places and its perfectly fine no matter the size.
Well I am not sure a VPN is possible this is a Ubiquiti Device so I am unsure of how to even try this.

The wireless router currently uses a private WAN IP address (192.168.x.x, 10.x.x.x or 172.16.x.x). Please refer to the FAQ and set up the port forwarding.

I just hit it to show what it does it does not matter the server it does this on all of them.
One last night was from California and another was Detroit.

I know right I was trying to get this to update my Oneplus 6T last night for 10 hours its crazy.
