Just wanted to add my 2 cents to this topic
I know this thread is pretty old but since this is new intel (to my knowledge) i found it better then starting a new thread

Got this error yesterday and it started spamming my system log.
Since i use a remote log server this was spammed as well and that started creating email warnings. Within a couple hours i had 2400 emails about this in my mailbox. Luckily this was just an internal mail server so that wasn't a big issue

Started googling and ran into this topic. But none of it seemed to have anything to do with my issue

I have a RT-AC87U running RTMerlin 378.56_2
I have one 2.4ghz and one 5ghz network running
When i enabled my guest networks (one for 2.4ghz and one for 5ghz) on top of the existing wireless networks this error started.
Disabling the guest networks stopped it.
Eventual solution was to allow the guest networks access to my intranet.

Conclusion: When access intranet is off for guest networks this error pops up
Don't know if later firmwares have fixed this but because of this issue i'm unable to update my firmware further
