Diversion Kids mode blocks normal dhcp function

I had used kids mode/restricted clients mode for some time and it worked, then after upgrading to some Diversion version (5.1 probably?) all my dhcp clients just stopped working, I had to uninstall diversion to fix things, then I pinpointed the problem to the kids mode. As you can see in the log, when the mode was enabled kids-instance of dnsmasq started but main dnsmasq instance failed to start for the reason I don't understand (the port is occupied? by another dnsmasq? then why it can't serve dhcp?), and all normal dhcp clients can't get their addresses. As soon as I disable kids-mode, everything works fine again.

My current Diversion is 5.3, 3004.388.8_2-gnuton1

just noticed similar reports in 5.1 thread and ppl mentioned it worked for them after 5.1.1 fix, but still happens for me even in 5.3
