LAN connection for messaging

I annually travel to a remote location to provide medical care with a secular group of about 20 people. The internet connection is poor there, as is the Wifi network. It would make things so much easier if we could text each other.

Is there an application that allows people on the same LAN to text each other without internet? How could I setup an independent LAN?

To set up a LAN, you just need a wireless router.
