Well I'll take a look and see if I can reproduce the problem now that I have a better understanding. But again, if it's a very rare occurrence, that could still be difficult.
In the meantime, it might be prudent to create a simple script that runs on bootup and waits for the OpenVPN server to come online, then force a restart. Presumably that will workaround the issue, if NOT necessarily fix it.
