Need help programming router

I am looking to see if it is possible to set up a unique network.
I have a computer running xampp to act as a server on my network. So right now I can put the server's IP address into chrome and it pulls up the local website.
I want to set up a second AP on the same router that is unprotected so that someone can jump on and access the same local website, but only certain aspects of the said website (ie certain urls)

I'm new to doing much more than setting up routers and changing their SSID and such so I don't know if this makes sense, but Is it possible?
