Parental controls blocks all users

I am attempting to setup parental controls to establish access times for specific devices on my network. I am finding that once I enabled the parental controls, all devices lose access to the internet. I have researched the procedure to set this up an don't believe this should be happening. Any input would be greatly appreciated.

Another issues is that despite adding a single device with all times allowed, the device still cannot access the internet (changes applied multiple times). I also notice that the MAC address changes from the one I specified to UNSPECIFIED. Are there other settings that conflict with Parental Controls. I know that NAT acceleration does and that is not turned on. Again, any insight is greatly appreciated.
