QOS: are priorities per IP or cumulative?

I have several devices I classified as "Lowest priority" in the "user-defined QOS rules".

Next, on the "user-defined priorities" I set a limit of 10% maximum for upload and download for the "Lowest" priority devices.

The question is, is the 10% per IP or cumulative? If per IP, it would mean two devices at full throttle would end up using 10%+10%=20% of my total bandwidth. 10 of them could use 100%?
 
I cna understand the desire to have them cumulative so that bandwidth usage can be more predictable, but my reading of the interface they appear to be fairly clearly per IP.
