Say i want to block netflix on certain devices, via router would it be possible? if so who would gather it it not straight forward and simple thing to do.
Which would be impractical because netflix.com resolves to many different IP's and they change from minute to minute. So I think @tsunami2311 is out of luck.You'd have to figure out the IP of Netflix's servers, and block those IPs.

I think you should be able to block it using dnsmasq. Here's a guide for dnsmasq. Add this to your dnsmasq
address=/netflix.com/192.168.1.1:8080
I can't say that'll work for you but it did for me when blocking certain sites on certain devices.
gather i just chance the ip to device i want to block? what if I want to do block via mac address?
The problem with this is that you can't restrict it to individual clients. If you want to block it for everyone you might just as well use the URL filter in the GUI.
You're right, the URL filter only works with http not https. But when I checked the Netflix site it was only using http.That works for SSL sites? I know my way does but I was told the GUI filtering didn't work with SSL sites. I never bothered to try it.
Thinking outside the box....
Route the client through a VPN and Netflix will take care of the blocking for you.
The vpn option might be the easiest
Although what is the reason for blocking? Something like the kids are watching netflix instead of homework? Hate to tell you, a bored kid is resourceful and will find a way or just turn to YouTube.
Killing wifi and restricting Internet to a desktop you can view might be only option. But that leads to cranky rebellion.

i must be doing the opengdns wrong cause when i do that it block all connections threw my modem
I want to block certian mac address within my network not the modem connection
