router load % or ?

i used to think it was percentage, then the other day i was wondering if 1.0 = 100%, but i have seen my router above 1.0 a few times so dont know how thats possible, never seen it over 5 or 10 tho, even with qos on under high load most i can hit is like 1.5, doesnt make a whole lot of sense thats all the router is using....
