I've got an onn4k Google TV dongle in the guestroom, and it's based on Android 12 - it's 11ac on the radio side (realtek) and it can handle WPA2/3 Mixed...
update - wpa3 on that device works fine...
Going back the shield and WiFi7 - could be a thing - with WiFi7, the number of elements in the beacon frames gets to be large, as the beacon just adds more parameters with each version of WiFi - HT (WiFi4) VHT (WiFi5), HE (WiFi6), and then finally EHT for WiFi7 - I've seen some devices that have issues with HE capabilities causing issues with the driver running out of room to parse and store parameters there - and also as noted, the WPA supplicant needs to support WPA3...
There's an interesting article over on Android Open Source that might be useful - there's a number of things that need to be done in Android to fully support WPA3...
