Looks like that site is hosting other sites that are serving a lot of malicious content. It's probably blocked because of that: https://otx.alienvault.com/indicator/ip/213.186.33.19

You can always just add that IP to your skynet whitelist, to get around that... totally up to you!
I tried to register his name in the "domain" section (as quoted before), but when I ask to display it then I see nothing
Most likely because they were the culprits in trying to get to blocked sites... could be mobile devices that are relentlessly trying to contact some server in RU because of some app loaded on there... there's no telling. You'd need to look at the logs to see which sites these devices are going to, and do some sleuthing to figure out why.
I tried to search the log on the SSD of my router (to understand what you explained to me), I did not find it! even, by doing a file search like "log skynet" for example

Try this... in skynet, hit option 4 (whitelist), then option 1 (IP)... and add IP 213.186.33.19. Then try browsing to it again.

I would just look at your syslog under your router -> system log (see below). Look for [BLOCKED - OUTBOUND] connections... you should know the IP addresses of your devices and which ones are causing issues in your skynet top 10 list. Look at the DST=xxx.xxx.xxx.xxx IP that these devices are going, and do a lookup on them with alienvault -- replace the IP at the end of this link with the one you find in the DST: https://otx.alienvault.com/indicator/ip/213.186.33.19
