Lets say:
  1. you can take at most two network infrastructure devices to travel with in a small bag
  2. you are travelling in a party and have multiple 3x3 WiFi client devices, think MacBook Pros, doing highly CPU-intensive tasks
  3. you have access to only an OpenVPN Internet service so one of the devices needs to route an OpenVPN client/tunnel
  4. your WLAN needs high throughput between the client devices
  5. budget is unlimited
What would you pick?

To make it easier, you can start with an Ubiquiti Edgerouter ER-X or Intel NUC equivalent running some dedicated router OS for the OpenVPN router, so what AP or router as AP bridge would you take?

Airport Extreme AC - it's fairly compact, can support up to 50 users without incident, and it's a 3*3:3 AC1900 class router/AP.

Run VPN on a NUC or a Macbook... MacOS can do the routing for you.
