Static route question

Hi, quick routing question please- does a static route take precedence over default routes and policy based routes? For example- I have a WAN uplink with 2 VPN clients configured on the router running Merlin; my objective is for ALL clients, including ones that only route out via the VPN tunnels, to hit a specific IP/network via the static route over direct internet access?
