Is it possible to create a URLs block or allow list and import to the Asus router running the latest Merlin firmware?

I assume you're trying to import to Firewall->URL Filter? There is no such import/export functionality. And even if there was, I'm not so sure using the URL Filter is worth the effort.

Hello, I have just received my pair of BQ16 (non Pro since I'm in Europe). Everything seems to work pretty well so far except the ULR Filter from the Firewall. Whatever ULR filters I register in the "Deny List", I can still access them. It was working great with my previous Asus routers...

Generally no. There isn't a method in the Firewall > URL Filter section to upload a list of URL's to filter.

One might be able to use URL blocking lists with Asus-Merlin addons or third party programs. Check out Skynet or Diversion or AdGuardHome or Pi-hole to see if they can do what you seek.
