Using DNSMasq to force google safe search returns 404 error

The behavior is the same whether the DNS Filter is on or off. There are no clients specified as the global mode is set to router.
 
I suggest you look at your Diversion block list and pick one of the blocked domains. Then from your PC's command line do an nslookup on that domain. Post the output for us to look at.

What Diversion blocking list do you use? Is Diversion enabled? This should work unless you’ve assigned LAN DHCP DNS 1 server (which you say is not set). Or a client is using DoH in the browser, bypassing the router.
 
Oops, I had a lapse in memory. I was debugging a blacklist earlier today and disabled diversion and forgot to re-enable. Sorry about that. It's working great now. So based on what I can tell, if the site is in a blacklist within Diversion, it is blocked there first and then goes on to Cleanbrowsing if not found?
