Warning about running low on free NVRAM

In UI, I see flashing warning in the upper right corner: "Your router is running low on free NVRAM, which might affect its stability. Review nvram-intensive settings such as OpenVPN, or consider doing a factory default reset and reconfiguring. Review System Information now"

In System Information:
Memory
Total
249.71 MB
Free 198.19 MB
Buffers 1.80 MB
Cache 10.43 MB
Swap usage 0.00 / 0.00 MB

If I'm not mistaken, 198 free out of 249 is not low? The router is AC68P. After router reboot, it still flashes right away.
