Does anyone know if there are any scripts or some form so that each time the router is turned off, the ip and mac entered in the arp table will not be erased to wake up lan?

How about creating a DHCP reservation for that particular IP/ARP?
Can't say I tried that, cause I never shutdown my router...

I do not understand what you want to tell me, my English is from the Google translator, I do not turn off the router either, but if there is a power cut the router goes off and the arp table is deleted.
in merlin firmware there is a scripts so that the arp table is not deleted.
I do not know if something similar could be done with the original firmware ..
thanks and regards..

Correct me if I am wrong, all your want is a "static arp table"?

I heard that you can run script by point it from jffs2_exec or script_usbmount
the first run run on boot (some say only work in some offical firmware), later run on everytime a usb mount. I didn't try these myself.

p.s be careful when play with nvram

And where do I find such scripts to prove it? When I had installed Merlin I had it on and it worked perfectly .. I do not know if it will be the same scripts and you will tell me.
thanks and regards..

I don't know which script you are using but most likely it need to modify a bit
or write you own script to set arp, should be quite easy for this one

The problem is that every time you update the firmware the ip of the table arp does not appear as permanent and you have to add it manually.
that's why the scripts in firmware merlin that although updates the ip continues in the table arp as permanent ..
regards..
