Hello, can I use this FW on Tuf AX5400?

It is an entirely different model so it won't let you flash it. The internal hardware is drastically different too. TUF-AX5400 uses Broadcom's BCM6750 CPU and TUF-AX6000 uses Mediatek's MT7986 CPU.

TUF-AX5400's latest firmware is 3.0.0.4.388_24121.

You can also try GNUton's fork of Asuswrt-Merlin as it supports TUF-AX5400 v1. 3004.388.8_2-gnuton1 is based on GPL 388_24353.

Missing for MediaTek-based routers, I don't see the Smart Connect Rules page also on RT-AX59U. Looks like MediaTek solely uses the Wi-Fi Agile Multiband standard for roaming (since this setting is enabled by default for MediaTek chips), which is actually not a bad thing, since it is not a custom-based roaming implementation. I actually prefer RT-AX59U to Broadcom-based RT-AX82U V2 in terms of roaming logic.

Well I've separated the bands and under 5hz roaming assistant, put in a value of -90 and disabled 2.4 ghz roaming assistant. Now my AC devices connect to 5hz often compared to previously( under smartconnect single ssids ) where they would connect 2.4 GHz most of the time.

I am not sure which changes things. Roaming assistant or separated bands

Even when the router sends the corresponding BSS transition frame that instructs the client to switch to another band, it is up to the client to decide whether to do this. Some clients often prefer 2.4 to 5 for some reason, so, unfortunately, you can do nothing about it.

Disable roaming assistant for 2.4 GHz

Try these values. If they are not satisfactory, disable smart connect and use 2 separate ssids.

My take is that the smartconnect which is. Asus feature and WiFi agile multi and may be conflicting with each other. So disable smart connect and separating the ssids works better

This is because the 2.4ghz radio starts first or something after applying changes . The 5ghz takes a while to show up. The client connects to the first available band

I am not sure which setting works. But doing the steps above seem to make my WiFi AC devices connect to 5ghz more. Especially my redmi smartphone which always connects at 2.4ghz previously now connects to the 5ghz more.
