Can I wake a PC that is offline due to sleep mode?

Am going to have to do this remotely. Have 2 PCs oen is online and the other is offline due to sleep mode. The sleep mode one doesnt even appear on the offline list per the ASUS router web interface. Will a reboot remotelyof the router possibly get the sleeping PC to wake? Thank you.

If it's connected over Ethernet, try sending it a WOL packet by using its MAC address, from Network Tools -> Wake On LAN.

The PC is not visible on the network though. This means the NIC is not active. When WOL is supported and the computer is in sleep state the router will show it as 10Mbps link. This is in theory because Client List is not very reliable in Asuswrt. If connected directly to the router's LAN port though System Status page has to see it.

He might be running an older firmware with the bug causing the ARP cache to get flushed.

Only way to be sure is to test sending the WOL packet.
