I am currently using SurfShark VPN, and I am required to add each device manually that I want to be active on the VPN.

Is it possible to reverse this and instead make each device active on the VPN and then manually remove ones I want off the VPN?
 
Create one rule that redirects the whole subnet.
Create a second rule that excludes the router`s own IP
Create additionnal rules for each devices you also want to exclude.
 
 
Right, but that works opposite of what I am looking for. I don't want to manually turn the VPN On for each device, I want to have it on for all devices and then turn it off for a select few.
Did you read the documentation I linked? Also, both @Kingp1n and I just told you how to create the rules to achieve what you asked.

As stated in the documentation, in the Priority section, WAN rules have priority. So if you create a rule to redirect the whole network, and you create rules to redirect specific devices through the WAN, these rules will be run in priority.
