Canadian laws are actually doing a good job at stopping Copyright trolls. Read up on the Notice & Notice system that's in place here, as well as the maximum amount an infringer could be held responsible for (it's kept low enough to discourage copyright trolls).This is common practice nowadays in Europe. Not from ISP's but from the owners of copyrighted material, particularly porn movies.
There are a few notorious legal firms that monitor torrent activity and collect the IP addresses of those downloading their "movies". They then get a court order to force the ISP's to reveal the names and addresses of the account holders. They then send out letters demanding money or threatening court action.
