How to restrict VPN accessibility to main WiFi network

Current setup:
Router is gateway & AP
VPN is enabled to connect to router in another state
Guest Network 1 is active

I recently enabled a WiFi network for my roommates so they could hop on without opening up my main network to them.

However, I quickly found that when doing so, the VPN link I have active allows them to access this as well.

They are setup on a guest network SSID with intranet access disabled.

Is this by design that VPN access is accessible to Guest SSIDs?

Is there a way to limit this so that the VPN access is available ONLY to the main SSID or non-guest networks?
