Only one port on the switch has internet signal

I have a question regarding my TP-Link TL-SG1016 16-port Gigabit; why only one port has a connection to the internet and the rest don't?
This switch is connected in a server room to a Ethernet sockets panel which should be providing internet to Ethernet socket in the office 1 floor above.
The only socket which is working is linked to the router, but when I try to connect computer to Ethernet socket linked to the switch, the message comes up that it's unidentified network and there is no internet connection.
Can anyone advice me what is wrong?
 
Just for clarity, the router is located ________ the router is connected to a patch panel in _________ that has a wire or run to an office located ______ that I plugged this switch into and I [do or do not] get a link light on port 1 of TP-Link TL-SG1016.
I know it may be old school but I generally come out of a router into port 1 on the first switch, if I am putting another switch after that I use the last port on the first switch to connect to port 1 of the next switch some switches actually have an uplink port. This barring any layer 2 or 3 subnetting and vlans, etc.
Just trying to get a clearer picture.
 
I'm going to start with a couple of questions.

1) - Was the switch ever working in the configuration you currently have it in? If so, when did it stop working?
2) - Is the switch brand new, or was it used in a previous location or configuration somewhere else?
3) - For the computer that is working from this switch, does it have a static IP address?
4) - For the ports that are not working, should the devices plugged in be getting IP addresses via a DHCP server (from an actual server or the router), or are you providing each device with a static IP address?

Fistv's questions are also good; it is a good idea for us to know in detail how everything is connected.
