Separate ip for usb modem in dual wan mode and 1 more problem

Hello everyone.
I am using rt-n66 in dual wan mode. Primary is my ISP, secondary is usb modem. Failover mode.
And i get 2 problems.

1. When switching from primary wan to usb modem - modem still gets ip, mask, gateway, dns and so on from primary wan settings. There is no option to enter separate settings (ip, gateway and so on) for usb modem as a secondary wan source. Any walkaround for it?
2. In failover mode i use watchdog that pings 8.8.8.8 for 10 minutes before making failback. But even if primary wan is still down, modem switches to primary wan every 10 minutes, fails to ping 8.8.8.8 and turns back to secondary wan. And same things happen all the time while primary wan is down. 10 minutes on secondary wan - 10 seconds on primary - 10 minutes on secondary and so on.
When i physically disconnect isp cable from the router - router stays on secondary wan for hours - untill internet cable is plugged in again.
How can i avoid switching from secondary to primary every 10 minutes when primary is still down?
