You should never try to run two scans at once - the wireless driver is put in a "scanning mode" during a scan. It cannot do two at the same time, and you risk the chance of leaving the wireless driver stuck in that mode, requiring a reboot. The wlc_scan_state flag is to protect the driver to avoid such a situation, but it might not be 100% bulletproof.
The goal of a network scan is not to get an exhaustive list of every single access point available. The goal is to view a list of access points that are strong enough to interfere, so you can adjust your wifi channel accordingly.
