Static Routing Issues

I have a RT66U with 380.69_2.

A NVR Router is on it's own network and I have static route setup as follows:

192.168.254.0 255.255.255.0 192.168.1.80 LAN
  • Using the router Tools I can access any camera by IP with Ping/ Traceroute, but not from a connected PC.
  • however, if I add the route to my PC, I can access the cameras.
Is this expected behavior? I thought adding the static route to the router would suffice?

I have a local Postfix server at 192.168.1.x address. The cameras on the NVR network cannot access this IP, but can ping the gateway @ 192.168.1.1 and external addresses.

I'm missing something, I know, and I am looking for any insights,
