Could it be that in Traditional QoS, the settings for download and upload bandwidth are swapped?

Also, even assuming that they are indeed swapped, it looks like with the bandwidth specified as 30MBps, the router limits it by a lower value, such as 24MBps. Is this by design?

Do a search on the forums. This has been talked about a lot. Traditional QoS has been broken for a while now. If you need QoS, Merlin recommends you use Adaptive QoS ONLY.
 
It's just not working for every type. On my N66u it's working! This guide helped me a lot!
