Traditional QoS Working?

I am wondering if Traditional QoS is working in the latest version of this firmware, I can remember reading in the changelog for the version that introduced the fq and fq_codel that it was broken then, the searching I did afterward did not show any log that said it was later fixed.

I have it turned on and it does not seem to be applying download priority limits.

It is working fine in the RT-AC56U at least for shaping the upload bandwidth. The newer ASUS models don't work however.

I am mostly concerned about download bandwidth, and according to the bandwidth monitor I have seen devices go over their download limit set while the highest priority device was active.
I did want to make sure it wasn't just me though.
