Two wireless router help

Hello, I have set up two wireless routers for my parents at their house, one in the basement (an asus AC router) and one upstairs in my bedroom (linksys n). This is where wires run to install a router and one needs to be downstairs for my brother's PC to be hardwired for gaming.

I am 5 feet away from the router up here on my bed and my phone wifi signal is not full. I have a Surface tablet on my desk 10 inches from the router and the signal is the same. Speedtest.net says it's at 7 mbps down. If I go downstairs with my phone and do the same test, it will be over 60 mbps.

Up until a few days ago, we used two SSIDs: "my last name-Down" and "my last name-Up". I changed the downstairs one to match the upstairs SSID to simplify things more or less. I also turned off Smart Switch in the asus router settings so I could adjust the 5ghz band settings. I left the 5ghz settings the same, I just made it so the SSID is not visible, if that would even matter.

I got inSSIDer on my surface and I can see "my last name-up" twice, but I can only connect to "my last name-up" on any wireless device here.

TL;DR - wifi speeds dont seem to be working correctly. What setting is wrong? Is the basement AC router overpowering the upstairs N router?

Edit: cant access linksys router settings. Connection to wireless devices upstairs (in bedrooms mainly) are bad, leading me to believe the upstairs router, I believe the AP, isn't even working. Same as only having the basement router.
