I've set up 3 routers with R1 connected to R2 with fast ethernet and R2 to R3 with serial T1 cable (1.5 Mbps). R1 and R3 is connected to PC1 and PC2 respectively with fast ethernet cable.

my question : the maximum data rate transfer from PC1 to PC2 will not exceed 1.5 Mbps right?

I believe so. That is if I understand your setup correctly.

This look right...

PC1 <---(100Mbps)---> R1 <---(100Mbps)---> R2 <---(1.5Mbps)---> R3 <---(100Mbps)---> PC2

If this looks correct you would be limited to 1.5Mbps by the connection between R2 and R3.
